Prediction of Traffic Offence by LTA?

Last Fri, was checking the AXS machine to check if Dad still have any outstanding fine for his Lorry, to my horror, I saw an advance notice of offence. How did Land Transport Authority (LTA) managed to predict that my dad's lorry would have go against the traffic regulations on the next day?


See below, screen shot taken on 08/21 only, however date of offence shown is 08/22!

And today, I reading the chinese newspaper and came to realised that Dad isn't the only one who's being fined in advance! What went wrong???
